Regardless of the final outcome, whether the referendum be a bust, a vote, or a lawsuit, the people will have invested in making their voices heard and be more inclined to remember when it is time to decide to vote for or against voucher supporters.

The PCE legislators may need to consider lining up a job in the executive branch.
